At NOEX, Steeve leverages his expertise in design, drilling and blasting, trenchless work, and risk management to guide projects toward robust, realistic solutions tailored to the specific conditions of each site.

His in?depth knowledge of both traditional and trenchless construction methods also allows him to combine different approaches when needed, in order to develop coherent and buildable concepts. Coming from the municipal construction sector, he was exposed early on to job?site realities and the constraints inherent to infrastructure work. His understanding of the various physical and mechanical behaviors of structures and soils naturally led him toward trenchless construction, where he can apply his analytical mindset and rigor.

Throughout his career, he has built diversified experience in estimating, project management, operations supervision, and optimization of work methods. This hands?on knowledge—particularly in trenchless work—allows him to assess multiple technical pathways and combine different methods to develop concepts suited to the real conditions of each project.

With more than 10 years of experience in the trenchless field, Jean?François leverages his civil engineering background, his MBA, and his active involvement in the industry to approach projects with a comprehensive vision. This combination enables him to develop innovative, buildable solutions adapted to technical, financial, and operational realities.

Rose-Lyne McCall is a professional engineer and certified PMP project manager. She has 10 years of experience delivering complex infrastructure, pipeline, and energy projects in Western Canada and the United States. Her expertise spans the full project lifecycle—from planning and procurement to execution, cost control, and work optimization. She has strong expertise in trenchless construction, with a notable specialization in microtunneling.

Rose-Lyne stands out for her ability to coordinate multidisciplinary teams and collaborate effectively with clients, contractors, and various stakeholders. She prioritizes clear communication, rigorous management, and building trust-based relationships to support project success.

Throughout her career, she has contributed to the management of large-scale projects and led work involving more than 4 km of microtunneling, in addition to major assignments in horizontal directional drilling, Direct Pipe, and asset compliance. Her solid technical understanding, combined with her project management experience, allows her to adopt a comprehensive view of project challenges and contribute effectively to the design, planning, and execution of complex projects.

Philippe Billon, is a specialist in trenchless technologies and Construction Director at NOEX, has over 25 years of experience in civil engineering, project management, training, and team supervision. A graduate in engineering from Université Grenoble Alpes, he began his career working on major railway projects in France, including the TGV Sud-Est. Active in trenchless construction since 2008, he has served as project manager, inspector, technical specialist, and trainer.

His career path gives him a very concrete understanding of on?site realities and the challenges associated with project execution. His expertise includes estimating, planning, coordinating production teams, inspection, and managing technical and operational constraints. Since 2014, he has been developing and delivering training programs for engineers, technicians, and other professionals in the construction sector.

Co-founder and co-organizer of the Trenchless Technology Congress from 2018 to 2021, he actively contributes to advancing industry practices. Today, he is closely involved in the development of NOEX, where he leverages his field experience, technical mastery, and ability to share knowledge to promote constructability, execution quality, and project success.
